In August 2025, an MIT study reported that most generative AI pilot projects had failed to generate meaningful returns. Four months later, the CIO of BNY described that finding as a hard false based on her company’s production results. Both statements were true.

The MIT study captured organizations in the pilot phase, before governance frameworks or organizational capabilities were established. Low ROI at that stage is expected and normal. Enterprise reporting captured organizations 6 to 12 months later, after governance was built and agents were deployed at scale.

The lesson: pilot-phase metrics do not predict production-phase outcomes. The 6 to 12 month organizational learning curve is real and unavoidable. Organizations that abandoned AI initiatives based on early pilot results missed the critical insight: the pilot phase is about building organizational capability, not achieving ROI.

Organizations starting today will not see production-level ROI for 6 to 12 months. But organizations that do not start today will be 12 to 18 months behind those that do.
